The Verkhovna Rada of Ukraine has adopted a draft resolution “On the Statement of the Verkhovna Rada of Ukraine ‘On the Use of the Ideology of Ruscism by the Political Regime of the Russian Federation, Condemnation of the Principles and Practices of Ruscism as Totalitarian and Hateful'”. This was reported on the official website of the Verkhovna Rada.
The draft law was registered on 13 March 2023, and its number in the register is 9101. It is aimed at adopting a Statement of the Verkhovna Rada of Ukraine, which will not only define the forms of aggression of the Russian Federation, but will also encourage the international community to condemn its policies that lead to the genocide of the people of Ukraine. “272 MPs voted in favour, no one voted against or abstained.
The statement once again reminds the world of the war crimes that Russia is committing in Ukraine and will be another step in bringing the Russian leadership to real responsibility for its unjustified acts of aggression.
The explanatory note to the draft states that after the adoption of the Statement, it will be possible to develop a unified approach of international institutions to define the policy of the Russian Federation as the basis for its unjustified armed aggression against Ukraine. Its adoption can help unite efforts aimed at overcoming threats to peace and security.

The act identifies several signs of ruscism, including, of course, militarism, the cult of the leader and the sacralisation of state institutions, the self-aggrandisement of the Russian Federation through the violent oppression and/or denial of the existence of other peoples, the imposition of the Russian language and culture on other peoples, the propaganda of the ideas of the “Russian world”, as well as systematic violations of the norms and principles of international law, the sovereign rights of other states, their territorial integrity and internationally recognised borders, etc.
The authors of the Resolution believe that its adoption will also be a step towards the international community recognising the forms of Russian state policy as a set of dangerous and destructive ideas aimed at undermining the system of the modern international order and its principles – first of all, the recognition of the equality of all states and their sovereignty, as well as human rights. It calls on international organisations and governments to pay attention to the crimes committed by Russia and the reasons behind them.
