The President of Ukraine signed the Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding Implementation of European Union Legislation on Roaming” (draft registration number 10265). The Verkhovna Rada of Ukraine adopted this law in the second reading and in its entirety on May 22nd.
It is adopted to fulfill one of Ukraine’s Eurointegration conditions in the field of electronic communications. It ensures Ukraine’s accession to the EU-Ukraine common roaming zone and enables Ukrainians to use roaming services in EU countries under the “Roam Like at Home” regime (RLAH).
“No country outside the EU has previously joined the Roam Like at Home policy. This is further confirmation that Ukraine is a powerful digital player in the European arena. The Ministry of Digital Transformation continues to align the telecom sector with European standards,” emphasized Minister of Digital Transformation Mykhailo Fedorov.
In practice, RLAH (Roam Like at Home) is a service that means during travels within the EU, calls, SMS, and data usage are included in one’s domestic service package, and therefore roaming services are provided at no additional cost. Additionally, users of European operators traveling to Ukraine will also benefit from the advantages of the common roaming zone.
This law also significantly improves the investment climate for businesses in the electronic communications sector. Domestic businesses will gain a high level of trust by operating under unified rules with European partners in accordance with EU legislation. Moreover, it ensures effective cooperation with the Body of European Regulators for Electronic Communications (BEREC) and fulfills the conditions for Ukraine to obtain the EU internal market regime in the electronic communications sector.
