The Main Intelligence Directorate of Ukraine’s Ministry of Defense has published updated information on the War&Sanctions portal regarding 145 enterprises that are part of or managed by the Russian defense holding “Technodinamika,” which belongs to the state corporation Rostec. According to the Directorate, a significant portion of these enterprises remains outside the scope of international sanctions.

The Technodinamika holding is strategically important to Russia’s defense industry. Its enterprises produce tube and rocket artillery, ammunition, propellants, and explosives, and are involved in the development of drones, cruise missile launchers, armor plates, and personal protective equipment. Additionally, the holding’s companies manufacture aviation simulators, parachute systems, aircraft engines, and carry out maintenance and life‑extension work for strategic bombers such as the Tu-95MS and Tu-160.
Despite Technodinamika’s significant role in supporting Russia’s defense sector, 86 out of its 145 enterprises remain outside the sanctions imposed by coalition countries. Among these are key manufacturers of components for Russian missile systems and armored vehicles, including:

JSC Federal Center for Dual Technologies “Soyuz” and JSC Morozov Plant – involved in the development of engines and solid propellants for the Topol‑M, Yars and Iskander missile systems.
- JSC Leningrad Mechanical Plant named after Karl Liebknecht – produces armor‑piercing fin‑stabilized discarding sabot (APFSDS) rounds for smoothbore tank guns on the Armata platform.
JSC Ufa Aggregate Production Association – supplies components for Kh‑101 and Kh‑59M2 / Kh‑59M2A missiles.
JSC “Shtamp” Machine‑Building Plant named after B. L. Vannikov – manufactures the primary sections of rocket projectiles for the Grad and Tornado‑G MLRS and casings for aerial bombs. It is also the only Russian producer of links for ammunition belts in 23 mm, 30 mm and 40 mm calibres.

Ukrainian intelligence has published on the War&Sanctions portal identification data for these enterprises, detailing their roles within Rostec, organizational hierarchies, and information on existing sanctions or the lack thereof.
The Main Intelligence Directorate of Ukraine’s Ministry of Defense continues systematically exposing structures of the Russian defense industry to assist international partners and businesses in avoiding cooperation with companies that support aggression against Ukraine. According to the agency, coordinated sanctions among allies can significantly disrupt supply chains, slow weapons production, deprive Russia of technological resources, and reduce its financial capacity to continue the war.
Earlier, the Main Intelligence Directorate of Ukraine’s Ministry of Defense had already published detailed information on 243 enterprises belonging to three other major Rostec holdings: High-Precision Systems, United Aircraft Corporation, and United Engine Corporation.
