Ukrainian mobile operator Kyivstar has successfully tested Starlink Direct to Cell, an advanced technology that enables smartphones to connect directly to satellites without additional equipment. During the test, text messages were exchanged for the first time in Ukraine, sent directly from smartphones via satellite.

The technology demonstration was led by First Vice Prime Minister for Innovation, Education, Science, and Technology, Mykhailo Fedorov, alongside Kyivstar CEO Oleksandr Komarov. The testing took place in the Zhytomyr region, where they not only exchanged SMS messages but also briefly communicated via video call.
The rollout of satellite connectivity for smartphones will happen gradually as infrastructure is deployed. The first phase will enable sending text messages over the Kyivstar network, with a planned launch in the fall of 2025.

“Ukraine is leading among European countries in launching Direct to Cell technology. This is an important step in developing infrastructure that will provide connectivity even in areas without traditional networks. Despite the challenges of wartime, we continue to advance innovative solutions because reliable communication, regardless of circumstances or location, remains one of our top priorities,” emphasized Mykhailo Fedorov. “Kyivstar’s project is a prime example of effective partnership between the government, business, and technology companies, paving the way toward a future of borderless connectivity.” He added that the technology is currently in beta testing, with an official launch planned for this fall.
Starlink Direct to Cell technology enables a standard 4G-capable smartphone to connect directly to Starlink satellites. This ensures connectivity anywhere, regardless of circumstances – whether hiking in the mountains, during bad weather, emergencies, or power outages caused by attacks on critical infrastructure.
Using the service does not require purchasing additional equipment typically associated with traditional Starlink kits – no antennas or special routers are needed. All that’s required is a 4G smartphone and a Kyivstar SIM card. During the testing phase, the service will be provided free of charge.

Kyivstar engineers will continue testing satellite connectivity across Ukraine. They will assess how messaging and mobile data perform in real-world conditions. This process will help identify which smartphone models may require updates and evaluate data transmission speeds via satellite.
