On August 28, 2025, a small missile ship of the Russian state was struck in the Azov Sea near temporarily occupied Crimea. The Project 21631 “Buyan-M” vessel carries Kalibr cruise missiles. The operation was successfully carried out jointly by the Department of Active Operations of Ukraine’s Main Intelligence Directorate (HUR) and the HUR special unit “Phantoms.”

According to a statement on the agency’s website, operatives from the HUR special unit “Phantoms” first disabled the ship’s radar using an aerial drone. Following this, specialists from the Department of Active Operations of Ukraine’s Main Intelligence Directorate (HUR) struck the Kalibr missile launcher on board.

As a result of the successful operation, the Russian missile ship – which was positioned in the potential Kalibr launch zone in the Temryuk Bay – suffered damage and was forced to leave its combat patrol area.

Project 21631 “Buyan-M” small missile ships are multi-purpose, third-rank, low-tonnage missile and artillery vessels. These ships are equipped with the 3S14 vertical launch system, capable of carrying eight Oniks cruise missiles, with plans to potentially add 3M22 “Zircon” and Kalibr missiles in the future. Last year, one of these ships, Serpukhov, was damaged during a special operation by Ukraine’s Main Intelligence Directorate (HUR). At the time, it was stationed at the naval base in Baltiysk, Kaliningrad Oblast. A fire broke out on the vessel, completely destroying its communication and automation systems.

We recently reported that operatives from the same HUR special unit, “Prymary,” carried out a series of successful drone strikes on Russian military targets in temporarily occupied Crimea. That operation damaged the Russian landing craft Project 02510 BK-16, the Nebo-SVU radar, the Podlyot K-1 radar, and the 96L6E radar. Later, it was revealed that one of the most valuable radar systems in the Russian arsenal, the 98L6 “Yenisey,” was also struck during the operation.
