DTEK to build the country’s most powerful wind farm with support from Norwegians

Ukrainian energy company DTEK (DTEK Renewables) has received strategic support from the Norwegian government to implement one of its most ambitious renewable energy projects. The Norwegian Agency for Development Cooperation (Norad) has provided a grant of NOK 5.5 million (about $487 thousand). These funds will be used for pre-project works for the construction of the Poltava wind farm, which, once launched, will become the largest wind farm in the country.

The financing will cover the costs of critical geological and engineering studies, as well as the development of part of the project documentation through 2026. This will help prepare the facility for the construction phase and ensure its compliance with international environmental and technical standards. DTEK Renewables CEO Oleksandr Selishchev emphasized that this step is a recognition of the company’s contribution to Ukraine’s energy transition and an important investment in the country’s energy independence.

The Poltava wind farm project has a capacity of 650 MW and is being implemented in the energy-deficit region of central Ukraine. The wind farm is expected to become fully operational in 2028. The construction of such a powerful plant is part of a broader plan to decentralize the energy system, making it more resilient to external challenges and integrating Ukraine’s grid into the European energy community.

This support is part of a large €8 million aid package from Norway aimed at developing renewable energy and critical infrastructure in Ukraine. With a significant portion of energy facilities damaged by the fighting and the World Bank estimating the sector’s reconstruction needs at $91 billion, attracting private foreign investment and grants is vital to stabilizing the country.

In addition to energy, the Norwegian support program covers other strategic areas. For example, projects in the pharmaceutical industry receive assistance to create modern supply chains. In the context of Poltavska Wind Farm, it is not only about “green” kilowatts, but also about creating new jobs and developing regional infrastructure in wartime.

The project is in line with DTEK Group’s long-term strategy to achieve carbon neutrality and turn Ukraine into a European energy hub. By partnering with Norad, the company is able to accelerate the development of the facility, which will be able to provide clean energy to hundreds of thousands of households, significantly reducing the load on traditional thermal power plants.
