South Korea is launching an ambitious government project to provide every citizen with free AI services. Meanwhile, developers at Moonshot have announced the creation of the Kimi K3 model, which outperforms leading American language models, and TSMC is reporting yet another record-breaking quarter.
The South Korean government has unveiled a grand initiative to provide all citizens with free and unlimited access to the national AI chatbot. The government is positioning this technology as an important public service, comparable in significance to high-speed internet or digital government services.
The Ministry of Science and ICT announced the launch of the “AI for Everyone” program during a working meeting with President Yoon Suk-yeol this week. The project aims to launch a web platform based primarily on local models by the end of 2026, and starting in 2027, the plan is to provide every person with a personal AI agent.
Under this concept, people will be able to use a general-purpose AI chatbot free of charge, while a dedicated digital assistant will help them find and apply for government programs and benefits. Government agencies are currently accepting applications from potential contractors.
The main goal is to strengthen South Korea’s own AI capabilities. To participate in the project, at least 50% of the AI used must be based on independently developed Korean foundation models. In addition, operators are required to allocate another 30% of their computing capacity to AI from other local developers to prevent market monopolization. To ensure the service’s operation, the government will provide operators with access to hundreds of NVIDIA B200 graphics processing units.
This initiative is one of the most ambitious sovereign AI projects among all those announced worldwide. South Korea aims to reduce its dependence on foreign AI suppliers while giving every citizen access to the latest technologies, guaranteeing them as an essential service.
However, questions remain regarding the long-term funding of this program. According to The Korea Times, expenditures on AI tokens, infrastructure costs, and the financial sustainability of the project – which promises unlimited access for millions of users – still require detailed calculations.
