Ukraine has become the first country in the world to introduce public services powered by artificial intelligence. The government has launched Diia.AI – the first national AI assistant designed specifically for public services. With its help, Ukrainians will be able to access necessary services directly through a chat on the Diia portal. The system instantly selects the right service for various situations – from registering the birth of a child to starting a business.
Diia.AI introduces a new way for citizens to interact with the government. Ukrainians no longer need to spend time searching for information about public services – just type a request into the chat. The assistant works around the clock, helping users find the right service, explaining the process of submitting documents, and even checking data in state registers. Starting today, citizens can already request an income certificate through the chat, and in the future the range of available services will expand significantly.

The AI assistant works by matching services to specific situations. For example, if a user types “My house was damaged by shelling,” the system will immediately suggest the eRecovery program and explain in detail how to use its features. For those interested in starting their own business, Diia.AI provides information about grants and available support programs. If the request concerns real estate or private entrepreneurship, the assistant automatically retrieves the necessary data from official registries. At the same time, users are not required to share passport details, banking information, or other sensitive data, ensuring the process remains safe and confidential.
Using the new tool is straightforward. Instead of the standard search on the Diia portal, you select the Diia.AI icon, log in, and type your request in the chat. For instance, you can ask to re-register a car or request an income statement. The system then provides either a consultation or a ready-to-use service.
At this stage, Diia.AI is available as an open beta. The system is still being refined, so users are encouraged to test it actively, try different queries, and leave feedback directly in the chat. Responses can be rated with a like or dislike, along with an optional comment. Based on this input, the Ministry of Digital Transformation and the WINWIN AI Center of Excellence plan to improve the model to make the assistant more accurate and practical.

The launch of Diia.AI marks another step in Ukraine’s effort to expand digital government services. Countries such as Estonia, Singapore, the UK, France, and Japan already use their own AI assistants. What sets Ukraine apart is that this is the first national-level system designed not only to provide consultations but also to directly deliver government services.
