The European Union is preparing to grant ChatGPT and Roblox the status of Very Large Online Platforms (VLOPs). According to Bloomberg reporters, as early as this August, they will join other services already on the EUβs VLOP list. These include Google Maps, Google Play, Facebook, Instagram, Snapchat, TikTok, WhatsApp, Twitter, and YouTube.

Under the EUβs Digital Services Act (DSA), this status is granted to online platforms and search engines with more than 45 million monthly users in the region. While this reflects their widespread popularity in the European Union, this status also entails stricter rules and additional compliance requirements.

Within four months of officially receiving VLOP status, platforms must establish a point of contact for authorities and users, implement user-friendly terms of service, and ensure transparency regarding advertising, recommendation systems, and content moderation decisions. In addition, they will be required to report criminal offenses.

Platforms must also assess and identify the risks associated with their services regarding illegal content, electoral processes, gender-based violence, freedom of speech and the media, discrimination, and other issues. They must then implement measures to minimize these risks. Platforms with VLOP status are also required to establish internal compliance control procedures, undergo an annual audit to confirm implementation of the auditorsβ recommendations, provide their data to the European Commission, and grant access to that data to verified researchers.

If ChatGPT and Roblox do indeed receive this status, the services will likely announce corresponding changes for users in EU countries in the coming months.

According to available information, Roblox faces issues related to child protection and is a defendant in several lawsuits filed by various government agencies. In these cases, the company is accused of failing to protect children from aggressive behavior by adult players.

Meanwhile, OpenAI recently faced significant criticism after it was revealed that the company did not notify law enforcement when, in 2025, it blocked a ChatGPT account which belonged to a girl who carried out a mass shooting in the Canadian town of Tumblers Ridge in February 2026. The company subsequently promised to notify authorities of real threats. In addition, OpenAI is also a defendant in wrongful death lawsuits filed by the families of users who committed suicide. The plaintiffs allege that the platform lacked adequate safety measures for conversations in which suicidal behavior was observed.
